        What this is. A deterministic rule engine over published public-health guidance — no model is predicting anything here, and every output is traceable to a rule above. It does not diagnose, does not replace a doctor, and does not override a child's written asthma action plan. Thresholds are for outdoor ambient air and assume readings are representative of where the child actually is.
